Samuel Blackler was was appointed to the Ottawa Fire Department March 9, 1906. He was then promoted to rank of Lieutenant by the late Chief Graham on July 2, 1913. Late in 1922 Samuel Blackler was granted leave for one year to attempt to reorganize the fire department in Pembroke, Upon coming back to Ottawa, Blackler worked his way to become Chief in 1932.
